Call for Expressions of Interest

The United Kingdom Accreditation Service is proposing to establish a project to develop accreditation as required by EU Regulation 757/2015 on the monitoring, reporting and verification of carbon dioxide emissions from maritime transport.  Under this Regulation, accreditation of verification bodies under ISO 14065 is required for the assessment of monitoring plans and the verification of emissions. UKAS intends to run a pilot programme and is inviting expressions of interest from organisations that wish to seek accreditation for this project. 

Participants in the pilot assessment programme will be required to agree to the terms of reference of the pilot and will be subject to assessment by UKAS against the international standard ISO/IEC 14065: 2013 Greenhouse gases — Requirements for greenhouse gas validation and verification bodies for use in accreditation or other forms of recognition which sets out general criteria for the organisation, impartiality, evaluation activities and competence of verification bodies. They will also be assessed for their competence to assess monitoring plans and verify emissions as required in the Regulation.  On satisfactory completion of assessment by UKAS and on timely completion of the pilot assessment programme requirements, the applicants will be accredited to ISO/IEC 14065 for assessment and verification activities according to the Regulation. Initially, UKAS proposes to focus on the competence to assess of monitoring plans and may consider awarding accreditation for this activity first to ensure readiness in 2017.

The pilot programme will consist of the following key stages:

4 January 2016 - Deadline for expressions of interest from potential applicants

January 2016 (date tbc) - Consultation meeting at the UKAS office with those who expressed interest to participate in the pilot including key stakeholders to discuss the objectives and terms of the pilot

31 March 2016 - Deadline for applications for accreditation

Planning and assessment of pilot applicants

2 January 2017 - Announcement of first tranche of accreditations

Review/lessons learned discussion with stakeholders

Those organisations that have sent an expression of interest for the pilot project by the deadline of 4 January 2016 will be invited to attend the meeting of interested parties in January 2016.  Depending on the numbers expressing interest, it may be necessary to restrict the number of delegates attending form each organisation. 

Please note that attendance at this meeting is a requirement for those interested in participating in the pilot project.  If you are unable to send a representative, please send apologies so that we are aware of your continued interest.  Those who wish to express an interest to participate in the pilot programme are requested to contact the UKAS Development Coordinator alison.severn@ukas.com and provide their contact details, no later than 4 January 2016.
