» Call for Expressions of Interest – Accreditation for Certification of the Dutch SCCM scheme

The SCCM (Stichting Coordinatie Certificatie Milieu- en arbomanagementsystemem) (Coordination of Certification of Environmental and Occupational Health and Safety Management Systems) was set up in 1995 by the Netherlands Ministry of Infrastructure and Environment, the employers’ organisation VNO-NCW, certification bodies, and environmental NGOs. The scheme documents were devised by a Committee of Experts and add some additional requirements to ISO 14001 (EMS), OHSAS 18001 (HSMS), ISO 50001 (EnMS) and EMAS.

The United Kingdom Accreditation Service is proposing to establish a project to develop accreditation for the certification of SCCM for the EMS and HSMS schemes only. UKAS intends to run a pilot programme and is inviting expressions of interest from organisations that wish to seek accreditation for this activity for either EMS or HSMS or both.

Participants in the pilot assessment programme will be required to agree to the terms of reference of the pilot and comply with the eligibility criteria which include:

  • UKAS accreditation for ISO 17021-1 and EMS/HSMS as applicable;
  • The applicant or a subsidiary body in the Netherlands to be already affiliated to the SCCM scheme for EMS and/or HSMS and be actively involved in this work.

Participants will be subject to assessment by UKAS against the international standard ISO/IEC 17021-1: 2015 (Conformity assessment – Requirements for bodies providing audit and certification of management systems) which sets out general criteria for the impartiality and competence of management system certification bodies.

Assessment will also take into account the requirements of ISO/IEC 17021-2 and ISO/IEC 17021-10: Competence requirements for auditing and certification of environmental management systems and/or occupational health and safety management systems as applicable.

On satisfactory completion of assessment by UKAS and on timely completion of the pilot assessment programme requirements, the applicants will be accredited to ISO 17021-1 for the certification of SCCM for EMS and/or HSMS.

The pilot programme will consist of the following key stages:

- Expressions of interest from potential applicants
- Applications for accreditation
- Planning and assessment of pilot applicants
- Announcement of accreditation
