This bulletin refers to Management Systems certification in China within the Construction sector (EA code 28) and is intended to clarify the status and regulations concerning this.
There is a requirement issued by the Chinese Government that all QMS audits of construction companies and activities should include the requirements of a specific regulation – GB/T 50430 – 2007: Code for quality management of engineering construction enterprises.
The introduction of this requirement placed restrictions on the certification of construction companies in china using foreign accreditation, in that only certificates showing the CNAS accreditation mark can include the above regulation.
Therefore it is not possible for UAKS accredited QMS certificates to be issued in China in the EA 28 scope areas. However a further clarification has now been issued stating that: –
” certification body accredited by overseas accreditation body and also with the capacity in construction field (EA28) can issue EA28 ISO9001:2008 certificate upon the application of the clients to meet their needs to participate in the overseas bid invitation and tender. However, this certificate can’t be used and displayed in China.”
Therefore a Certification Body can issue a UKAS accredited EA28 certificate in China but only for overseas (outside China) work.
