» Technical Bulletin – OHSAS 18001 and ISO 45001: Publication of ISO/IEC TS 17021-10, Application of IAF MD 22

This Technical Bulletin is applicable to all Certification Bodies offering accredited certification for Occupational Health and Safety Management Systems and supplements previous bulletin issued on the migration between OHSAS 18001 and ISO 45001. This bulletin is to clarify the status of 2 particular documents related to OH&SMS accreditation.


Publication of ISO/IEC TS 17021-10: 2018

ISO/IEC TS 17021-10:2018 - Competence requirements for auditing and certification of occupational health and safety management systems, was published in March 2018. As part of the UKAS assessment process, the assessment team will require evidence that the requirements of this new competence specification have been taken into account within the CBs competence process.

Please note the following excerpt from IAF MD 22 Appendix A “This Appendix will be superseded when the future ISO/IEC TS 17021-10 for OH&SMS comes into force” (see below). The timescale for this document coming into force are subject to publication of an IAF resolution yet to be agreed. In the meantime CBs should consider this as part of the implementation.


Application of IAF MD 22

This is to clarify the UKAS position and requirements with regard to the implementation of IAF MD 22 - Application of ISO/IEC 17021-1 for the Certification of Occupational Health and Safety Management Systems (OH&SMS).

IAF MD 22 was issued on 25 January 2018 with an immediate implementation. It should also be noted that it applies generically to all accredited OH&S management systems, and therefore applies to existing OHSAS 18001 certification as well as to ISO 45001.

UKAS will assess implementation of MD 22 at each Certification Body’s next scheduled Head Office or migration audit, for this we will need to see that the CB has updated their systems and procedures to reflect the new MD.

Regarding the changes to man-day calculations, we do not expect CBs to retrospectively change existing fixed/contracted arrangements but the MD 22 requirements must be in place for each certified customer by the next renewal, remembering the overall requirement to allow sufficient time for a complete and effective audit to be carried out.
