Technical Bulletin – Migration from OHSAS 18001 to ISO 45001: Issuing of Unaccredited Certificates during Migration

This is to clarify the UKAS position and requirements with regard to the issuing of unaccredited certificates for ISO 45001 during the migration period from OHSAS 18001. This technical bulletin follows detailed consideration of the views of various stakeholders and discussions at various forums and events.

Certification Bodies holding current UKAS accreditation for OHSAS 18001 and wishing to migrate to accreditation to ISO 45001 are permitted to issue unaccredited certificates to customers meeting the ISO 45001 requirements prior to the CB gaining accreditation to the new standard.

Once accreditation is gained, CBs will need to review each certificate issued as unaccredited to ensure the audit process that led to that certificate being issued is still valid before upgrading the certificate to accredited status.
